Chief Executive Officer
With a track record as a trusted advisor at the state and local levels, Paul leads the operations, strategy and growth of Avenu.
Paul previously served as President and COO at Library Systems & Services, as well as President of Appriss — where his strategic vision led to the portfolio revenue growth and diversification. Before Appriss, Paul was Vice President of Convergys Global Business Unit, managing client services programs in government, automotive, and transportation markets that together saw revenues of $300 million.
Paul earned his bachelor’s degree from Seton Hall University and his MBA from Strayer University. He serves on the National Center for Missing & Exploited Children Law Enforcement Advisory Board, Blessings in a Backpack National Board, and the Netwisedata & Spokeo Advisory Board.
Senior Vice President
With more than 23 years of experience consulting local governments, Doug is an expert in municipal revenue enhancement.
Doug joins Avenu directly from his position at MuniServices, where he oversaw the company’s Western Region operations. Specifically, he worked to ensure the delivery of audit information and consulting services to governments of every size throughout the region.
Doug earned a BS in Business Administration with an emphasis in Accounting from California State University – Fresno.
Senior Vice President
Responsible for managing all day-to-day operations of Avenu’s East region, Patrick also leads an internal team as SVP of New Markets, which is focused on the growth and expansion of the business. As part of the company’s management team, he has successfully led partnerships to maximize state and local government revenues, increasing compliance and expanding their tax bases.
Patrick has over 20 years of direct management experience in the IT, operations, and municipal consulting and compliance fields. Starting his career as a programmer in New York, he drove a collaboration between IBM, CBS, and Sears which led to the first fully graphical online service, PRODIGY.
Patrick studied Computer Science at Pace University – Pleasantville/Briarcliff Campus.
Senior Vice President
With a close eye on client cost and efficiencies data, Kennon identifies new product and service opportunities for outsourcing, optimized revenue workflows, and high-impact/low-cost technology solutions.
In his role as President of Revenue Discovery Systems, Kennon led the expansion of the company’s revenue administration, discovery, recovery, and compliance auditing services to more than 1,000 local government clients across 14 states. Prior to RDS, he acted as Vice President of Business Development for Nationtax, partnering with state departments of revenue to offer businesses a single point of filing and payment online.
Kennon holds a BA in History from Washington and Lee University. He is a father of four, and an active member of several civic, business, and charitable organizations.
Director of Human Resources
April develops, implements, and executes all of Avenu’s human resources strategies in support of the company’s annual business objectives and strategic long-range plan.
She brings more than 10 years of human resources experience to this position, with previous work in the software, communications, and federal contracting industries. In particular, April has developed expertise in orientation and on-boarding, regulatory compliance, risk management, staff coaching, employee relations, and facilitating training initiatives.
With a team-oriented approach and an open-door policy, April has successfully fostered an engaged and educated team that is primed for driving results for our clients.
Chief Financial Officer
Mike comes to Avenu with broad finance and operational experience from high-growth technology and professional services companies.
Previously, he was the CFO of Unirisx, a global software provider for the P&C insurance industry. Prior to that, he served as CFO of Social Growth Technologies, as well as Global Controller for the forensic and litigation consulting division of FTI Consulting. He also held national and international financial management positions at eBay and PayPal.
Mike joined Ernst & Young early in his career, before moving on to a focus on SEC reporting and public company readiness.
Mike is a licensed CPA and holds a BA from Towson University.
Francesco D. Mancia
Vice President – Government Relations
Fran leads Avenu’s lobbying efforts related to legislation, state mandates, and regulatory policies that affect client revenue streams. He brings a strong working knowledge of local government general fund tax laws, and state and federal regulatory and legislative issues to this role.
Fran serves as a member of the Board of Regents of the University of California, overseeing all ten campuses, as well as its teaching hospitals, medical centers, laboratories, and hundreds of other facilities and programs.
He also serves on the League of California Cities Revenue and Taxation Policy Committee, and as Advisor and Chairman of the California Contract Cities Association – Associate Members Program. He is a member of the Board of Trustees of the California City Management Foundation.
Fran holds a BA in Communications from the University of California – Santa Barbara, and an MBA from the University of San Francisco.
Chief Technology Officer & Chief Information Officer
Responsible for Avenu’s product development, engineering, and IT systems and services, David as an experienced IT executive with a long, successful history in complex technical environments. He has been involved in the planning and implementation of almost 100 business mergers, acquisitions, and integrations.
Before Avenu, he was CIO at Library Systems & Services, where he managed the modernization of the company’s systems and technical infrastructure, including widescale cloud data migration. Priors to LS&S, David served as Chief Technical Officer for Experis Data Centers and Experis Technical Group.
David earned his degrees in Computer Science and Information Systems at the University of Maryland. He is also a commercial multi-engine instrument pilot and instructor.
